Henry Arnaudo from HPA Design spoke on behalf of Peter and Jill Gordon regarding the redesign of the mudroom and a common access to both areas.

Tom LeBlanc specified that he is looking to expand his ranch by adding a second floor.  Currently the ranch is a 3 bedroom and 1.5 bath.  He is looking to increase the bath size to 2 full baths.  The current living space is 1210 square feet and he is looking to add 1430 square feet.  There is a two foot overhang off the back.

Applicant seeks a Comprehensive Permit under section MGL Chapter 40B to allow a 66 unit, residential condominium development consisting of apartment-type units. Property is located on the eastern side of Old Post Road at the Sharon/Walpole town line and is in the L-I Light Industrial Zoning District.

John Lee read letter which gave reasoning for excusing himself from the case.  Copy of letter contained in Old Post folder.

Dan read notice and noted that town boards received a letter with exceptions for Old Post.  It was explained why the hearing was tonight in order to be in compliance with State By-Laws of meeting within 30 days upon submission of application.

The meeting was outlined:
·       Overview of project
·       Town Boards able to give input on project
·       Peer Review
·       Input from town and others of Peer Review.

Site walk of property will be at 9:00 a.m. on Nov. 24 at Old Post at town line.  Public is welcome, but no comments will be taken on walk.

Gavin Cockfield, attorney representing Old Post, LLC gave the following points:
·       25% of housing will be low-income (affordable)
·       2 apartment type buildings with parking around
·       It will be built in phases
·       A pool is within the plans
·       The lot is an 18 acre parcel
·       There are wetlands on the back of the property, but no construction will be on wetlands.

Hearing continued till Dec. 17, 2003 at 8:00 p.m. in Town Hall.

Applicant stated that she has a 1-story, 3 bedroom, 1 bath ranch.  She would like to add 1 full bath.  The existing living space is 1350 square feet and the addition is 140 square feet.  The bathroom will be off the Master Bedroom.

Seeking two findings and a special permit relative to proposed expansion to a structure on a nonconforming lot.  Property is situated in the Rural 2 Zone within the Surface Water Protection District.

Notice read.  Board of Health and Conservation Commission letter read.  Septic needs to be upgraded and inspected.  Conservation has no objections.

Applicant described property as 2 story contemporary that they are looking to add a sunroom on the back of the house.  The sunroom would be 200 square feet and a 100 sq. foot deck would be added.  Above the sunroom will be a walk-in closet.  Currently there is 2000 sq. feet of living space and they are looking to add 370 sq. feet.  The sunroom would be heated with existing heat from the house and 9 foot French doors would lead to the sunroom.  It was noted that they need 30 feet from the corner of house to sideline.

Conditions:  Revised plot plan showing existing home plus corner lines.  Septic must be upgraded and build as shown on plans.  Deck may not be closer than 30 feet.

Board discussed concerns regarding above case.  Some members concerned with doubling size of house and others concerned with closets.

Conditions:  Revised plot plan showing sidelines.  Bedrooms being converted need to have closets taken out.  There will only be 2 baths and the basement will not be finished.


Misc. Items

Correspondence to the Board regarding the Professional Building on N. Main and Cobbs Corner was read.  Also letter from Eric Hooper regarding King Philip.

Applicant seeks a Comprehensive Permit under section MGL Chapter 40B to allow a 250 unit residential condominium development consisting of townhouses and single-family units. Property is located on the easterly side of Mountain Street consisting of approximately 230 acres and is situated in the Rural 2 Zone and is substantially within the Surface Water Protection District.

Ed contacted applicant asking the appraisal price of property.  Applicant is asking 15 million, but it is believed that the appraisal value is around 7.5 million.  This has not been confirmed.

Board stated they are concerned with the drinking water standards.  It was noted that if the phosphorous level is high it would effect Briggs pond and the environment.  John submitted drinking water standards for Massachusetts.

Leslie Koval, Mtn. St. residence, wanted clarification of drinking water.

Ed moved to close the hearing.

Ed Hershfield, John Lee, and Dan Rosenfeld agreed to close the Mountain Street hearing at 9:30 p.m.

Next meeting is December 3 at 8:00 p.m. in Town Hall to hear the King Philip case.
